Shoefiti Strikes Buenos Aires, Argentina

I discovered shoefiti in the La Boca neighborhood of Buenos Argentina on a recent trip.
The area is full of tourists and tango dancers:

But none of the shoes appeared to be appropriate for the tango:

I have seen “shoefiti” since I was a kid in Buenos Aires, Argentina. Now I am in my fourties and watch how this phenom spread over the world. But, nobody could explain me what those hanged tennis mean!
My grandfather used to said thats mean “drug dealer zone here” but I never saw people buying/selling drugs below those signs.
Maybe we have a possible plot for the next X-Files movie!
