Shoefiti in New Jersey?

A Princeton law student mentions finding out that shoefiti is a calling card for crack dealers:

I had an amazing time this weekend. Interesting conversations. Meeting
new people. Getting to know a good friend even better. Making someone’s
day with a very small gesture. Finding out that shoes hung over
telephone poles is the calling card of a crack dealer.

He doesn’t mention how he came across this interesting nugget, or whether he saw any first-hand shoefiti during his amazing weekend, so it’s hard to say whether shoefiti has struck New Jersey . . . yet.
