When is Shoefiti almost certainly not Gang or Drug Related?

A woman blogging her summer motorcycle trip across the desert from Sherman Oaks, CA to Flagstaff, AZ, mentions spotting shoes hanging from a smoke tree near Amboy, CA.

there, it’s the World Famous Bagdad Cafe, ratty and run-down yet still
open for business, apparently. It’s worth stopping for a picture. Just
outside of Amboy, I see a bunch of tennis shoes hung up in a smoke tree
… urban legend holds that tennis shoes hung on telephone wires mark a
drug dealer’s location; I wonder what it means out here? LOL.

This seems to fall into the category of some kind of bandwagon art project as often seem to crop up along long highway stretches. The blogger, Boo in L.A., seems to have no problems differentiating between shoefiti and this form of bandwagon art.
